I am interested in creating a mouse that is movable only by keys in order to make my game feel more like it's on a console. Is the built-in mouse able to make this change or would I have to delete it and create my own?

ROBLOX does not support using keys to move the mouse. You will instead have to create your own script in order for this to happen.
I wish ROBLOX supported it though :(

You would have to create your own. The current mouse does not support changing the mouses position.
