So I used a local script to get rid of that toolbar but whenever I try to equip any of the tools in StarterPack it doesn't work. Code below.

StarterGui:SetCoreGuiEnabled(Enum.CoreGuiType.Chat, true)
I tried using a separate script to give the player a tool when they spawn in game and while no errors are reported the tool will not be equipped.

I know I set All the CoreGuis to be disabled but if I did it with just backpack even then it wouldn't work
Are you talking about the Topbar?
The toolbar yes
http://devforum.roblox.com/t/hidable-topbar/22349 It will hide and disable all CoreGuis regardless. So make sure you plan ahead.
