Vehicle speed max's out at 4 when maxspeed is set to 25?

So my boat in my game only goes to speed 4 for some reason when the max speed on the vehicle seat is set to 25

can anyone tell me what I have to do to fix this?

Sorry if this is too broad tell me what to do that can help as I'm new when it comes to working with vehicles and I'll edit my post to make it better
