Does tweening work if its inside a localscript?

Yes. If you're talking about tweening GUI elements, then of course it'd work!
Yes it will. Roblox especially encourages users to have Local Scripts control Gui elements. In a Filtering Enabled environment, it is pretty much required Local Scripts are the only types of scripts possible to work in PlayerGui (other than ModuleScript if a Local Script calls it).
