How do you make universes?

How do you make a universe portal that actually makes the game go to another game when the game isn't open

There is one model I know of, but I don't know it can teleport to ALL peoples games: http://www.roblox.com/Teleport-Gui-item?id=149057092 And, you have to put it into StarterGui.
