Well, i would reccoment getting a GIF for it. Then use Gif Exploder upload all the frames to roblox as decals. If you want it inside a gui make it so it changes the ImageLabel texture as the next one

I have done that before, but the problem is ROBLOX only takes a certain amount of decals loaded at once, and it doesn't work preloading them either.
Not sure, ive tried loading icons before but not using a percentage like 1 - 100, and mine worked like a dream
