How do I make a moveable spotlight that light turns on and off?

I have a spotlight that is pretty neat lighting and everything in it. It has a up arrow, down arrow, right arrow, left arrow, and the diagnoal arrows, light in it. Also has a middle button I want it to be able to turn on and off with one button.

I need to know how to have the spotlight move when the arrow keys are pressed. I asked a few friends who are somewhat experienced with this. Is there a script for this or could someone make one to fit this?
