How to make a cheat's script?

To enable the cheats, you'd have to type "sv_cheats 1" and to disable them, you'd type "sv_cheats 0." Anyways, after doing that, the two cheats you could do would be "impulse 101" which gives you all the weapons in the lighting, god which makes you invincible, and noclip, which allows you to fly through walls. Now, being an amateur scripter I am, I would need the script to be made for me, and then some messages that would tell me how it works...I know how to program certain things, it's just advanced stuff like a Cheats script would be a little confusing for me.
