how can i detect if an object/part is floating on terrain water?

i'm trying to make a car that can drive on the water (not underwater) and i planned of using vector forces/body velocities to push it since the wheels aren't in contact with any ground to drive on, but i don't know how i can block the car from using this method when it's on the ground (to prevent this specific car from having an unfair advantage since it doesn't have to accelerate like the other ones), i've seen people talking about raycasting, others talking about region3, but i'm not able to find an answer that would be easy enough for me to understand, is there anyone here who can help me out on this? thank you!

This is a partial-request, however, you can find information on region3 here: https://developer.roblox.com/en-us/api-reference/datatype/Region3

You register the areas where the water is as a region3 and when the cars enter that area the Bodything enables.
