How do you increase a rings size without increasing its Y size(with TweenService)?

I am trying to learn how to use TweenService and I made a cylinder with its z rotation to 90 and has a hole in the middle making it a ring so its facing upward and when I tried increasing its size without increasing the Y level(aka Z level since that goes up) but it still increases the Y level was just wondering on how to increase its width without increasing its height? A ex would be this video where someone made a boss and one of the moves had a ring that increased size

It appears on 0:10 Sorry if its not a good explanation its 2:30 am for me as I'm writing this

tldr: how to increase a rings width without increasing its height?

Unions I think increase in all 3 dimensions no matter what you do so I reccomend you just use this model which has a ring meshpart that you can control way better than whatever you're using right now: https://www.roblox.com/library/1009006232/Mesh-Effects
