I have it set to where my icon will change to http://https://www.roblox.com/library/85660287/Roblox-Cursor. Instead of loading in, it does nothing. I didn't get any error, just nothing at all. Why won't it do this? It happens for decals in my game as well.

game:GetService("Workspace").DescendantAdded:Connect(function(d)
	if d.Name == "face" and d:IsA("Decal") then
		d.Texture = "http://www.roblox.com/asset/?id=82390875"
	end
	if d.Name == ("Left Arm" or "Right Arm") then
		local newdecal = Instance.new("Decal")
		newdecal.Parent = d
		newdecal.Texture = "http://www.roblox.com/asset/?id=28759587"
		print(newdecal.Face)
	end
end)

The regular one that doesnt work

local mouse = game:GetService("Players").LocalPlayer:GetMouse()

mouse.Icon = "http://www.roblox.com/asset/?id=85660287"

The icon that doesnt work

The Decal ID is different from the Asset ID. You need to get the Asset ID instead. The way to do it is to get the decal ID and take it away by 1. E.G. 28759587 28759586 28759585 28759584 etc.

And if you are still having issues with loading, I would recommend using ContentProvider to preload your images. You can read more about ContentProvider and its uses here. https://developer.roblox.com/en-us/api-reference/function/ContentProvider/PreloadAsync
