How to slowly acelerate speed to an horizontal spinner , script please ?

so i have an spining wheel and i want it to acelerate over time like in 3 seconds to acelerate by 25% or more to the horizontal rotation , and after that when it comes to 250% leave it to 250% for 5-7 seconds and after that make it stop

this is the rotation script that i have :
