will order of values in a table always stay the same?

I have 5 models in a table, all of their names are the same and never change. will they stay the same order?

Table yes, dictionary no, dictionary doesnt have an order at all

Only if its an array, arrays have numeric keys; 1,2,3,4... so they show up in order

Dictionaries on the other hand, their keys are strings and when looping through them they would show up in a random order.
