Lock the mouse with

UserInput.MouseBehavior = Enum.MouseBehavior.LockCenter
Lock the mouse zoom with
local Players = game:GetService("Players")
local Player = Players.LocalPlayer
local Zoom = 10
Player.CameraMinZoomDistance = Zoom
Player.CameraMaxZoomDistance = Zoom
put them together in a loop
local UserInput = game:GetService("UserInputService")
local Players = game:GetService("Players")
local Player = Players.LocalPlayer
local Zoom = 10
while wait(1) do
UserInput.MouseBehavior = Enum.MouseBehavior.LockCenter
Player.CameraMinZoomDistance = Zoom
Player.CameraMaxZoomDistance = Zoom

you need to disable the property EnableMouseLockOption in StarterPlayer
Uhm... Isn't Roblox set to third person as default?
I'm pretty sure you can change the Camera script in StarterPlayerScripts in the StarterPlayerFolder
You should find a script that has the following lines of code:
function this:GetShiftLock()
return ShiftLockController:IsShiftLocked()
end
Try changing the code to this:
function this:GetShiftLock()
return true
end
