How do I filter text WITHOUT a specific player / player ID?

I'm attempting to use a trello database to store the latest "Criminal Charges" in a city roleplay game I'm working on.

In-game, there is a script periodically updating a module using this trello, but currently I have found no way of efficiently filtering the text from the trello... (It'll be accessible by a few members, but I don't want to risk a member going rogue and changing these cards to display vulgar messages in it so that it would be displayed in-game)

I'm currently using text service everytime the player opens up the menu displaying the criminal charges to filter these messages, but this results in a very long delay while the service filters out the messages.

Is there an efficient way to do this without using a specific player's ID? Should I just pick a random player in-game and use their player ID to filter it out when the server is updating the module?

I do not think you can filter without using someones UserId, but you should be able to just pass one of someone in the server, or alternatively use 1, or something that is static.

I tried reading TextService::FilterStringAsync and it did not seem to have information on how to filter information without directly referencing a player's UserId. You could call TextFilterResult::GetNonChatStringForBroadcastAsync on the object returned from FilterStringAsync to filter for all players regardless of age setting.
