How to make a notification when a group rank joins the game?

Greetings! Basically what I want to do is when a specific group rank or above joins the game, it makes a notification with their name and avatar. How could I possibly do that? I would appreciate every single help, I am new to scripting and I would like to do this! :) Thank you for reading this, I hope you can help me!
