How do you Create Private Servers using ReservedServers?

can someone have reserved servers that are automatically reserved for those who've bought them in-game but get a small password that others must input in a game menu in order to access that person's server but the reserved server owner can access their reserved server with no password through a 'Owned Servers' category in the menu. I've seen something like it done on a game called ER:LC and am currently making my own game and want servers similar in function to that e.g the reserved server owner has commands where they can make people moderators, kick and ban people from their reserved server?

For Server Member

Enter Game into Public Server -> Menu -> Category : 'Servers' -> Sub-Category : 'Join Server' -> input server code (specific for different servers) -> Enters private server

For Server Owner

Enter Game into Public Server -> Menu -> Category : 'Servers' -> Sub-Category : 'Owned Server(s)' -> Clicks on which of their server(s) they wish to enter -> Enters their private server

Only in their private server does the server owner have commands to kick people from their private server, ban people from their private server or give mod to people in their private server

However, I would want it so any money, houses, vehicles or items they have accumulated in public servers is carried over to the private server for use

I understand how I want it to work but do not know the scripting for it
